                   A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR HOUSING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The State owns the property on which is located
 
 2 what is commonly known as the "OR&L Building" in Iwilei on the
 
 3 island of Oahu.  The purpose of this Act is to authorize the
 
 4 issuance of general obligation bonds and make an appropriation to
 
 5 renovate the building and to construct low- and moderate-income
 
 6 housing.
 
 7      SECTION 2.  The director of finance is authorized to issue
 
 8 general obligation bonds in the sum of $       or so much thereof
 
 9 as may be necessary and the same sum or so much thereof as may be
 
10 necessary is appropriated for fiscal year 1999-2000 for the
 
11 capital improvement project below.

 1      SECTION 3.  The appropriation made for the capital
 
 2 improvement project authorized in section 2 of this Act shall not
 
 3 lapse at the end of the fiscal year for which the appropriation
 
 4 is made; provided that all moneys that are unencumbered as of
 
 5 June 30, 2002, shall lapse as of that date.
 
 6      SECTION 4.  The sum appropriated in section 2 of this Act
 
 7 shall be expended by the department of accounting and general
 
 8 services for the purposes of this Act.
 
 9      SECTION 5.  This Act shall take effect on July 1, 1999.
