                   A  BILL  FOR  AN  ACT

RELATING TO THE TASK FORCE ON BEACH AND SAFETY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Act 190, Session Laws of Hawaii 1996, is amended
 
 2 by amending section 3 to read as follows:
 
 3      "SECTION 3.  There is established the task force on beach
 
 4 and water safety which shall be administratively attached to the
 
 5 department of land and natural resources.  The task force shall
 
 6 provide consultation to the chairperson of the board of land and
 
 7 natural resources regarding the design and placement of warning
 
 8 signs, devices, or systems at public beach parks including any
 
 9 comprehensive plan submitted by the State or county operating a
 
10 public beach park to the chairperson of the board of land and
 
11 natural resources for approval.  The task force shall consist of
 
12 the following members, who shall serve without compensation:
 
13      (1)  The chairperson of the board of land and natural
 
14           resources, or a designated representative;
 
15      (2)  The director of business, economic development, and
 
16           tourism, or a designated representative;
 
17      (3)  The chairperson of the department of oceanography at
 
18           the University of Hawaii at Manoa, or a designated
 
19           representative; and

 1      (4)  Four persons appointed by the governor, each of whom
 
 2           shall be publicly employed water safety personnel;
 
 3           provided that the governor shall appoint one person
 
 4           from each of the respective counties.
 
 5 The chairperson of the board of land and natural resources shall
 
 6 serve as chairperson of the task force.  The task force shall
 
 7 submit a report of its recommendations to the legislature and the
 
 8 governor no later than twenty days prior to [the convening of the
 
 9 1997, 1998, and 1999] each Regular Session."
 
10      SECTION 2.  Act 190, Session Laws of Hawaii 1996, is amended
 
11 by amending section 7 to read as follows:
 
12      "SECTION 7.  This Act shall take effect on July 1, 1996[;
 
13 provided that this Act shall be repealed on June 30, 1999]."
 
14      SECTION 3.  Statutory material to be repealed is bracketed.
 
15 New statutory material is underscored.
 
16      SECTION 4.  This Act shall take effect on June 29, 1999.
