                   A  BILL  FOR  AN  ACT

RELATING TO AGRICULTURE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Hawaii's agricultural and processed food
 
 2 products are known worldwide for their high quality and unique
 
 3 characteristics, exuding an image of significant market value.
 
 4 Hawaii's diversified agriculture products such as coffee, beef,
 
 5 macadamia nuts, exotic cut-flowers, tropical fruits, fresh
 
 6 vegetables, and aquaculture products form the basis for a genuine
 
 7 gourmet market. 
 
 8      A well-established network for the distribution of products
 
 9 is key to the successful penetration of the mainland United
 
10 States market.  This network would include warehouse and cooling
 
11 facilities in Hawaii and strategically located mainland states.
 
12 Most diversified agricultural producers are small to mid-size
 
13 business operations that do not have the resources to create such
 
14 a network.  Some state assistance is necessary to help these
 
15 producers establish this network. 
 
16      The purpose of this Act is to provide funds for the
 
17 department of agriculture to establish appropriate sites:
 
18      (1)  For distribution and consolidation centers in Hawaii
 
19           and mainland states;

 1      (2)  To rent appropriate warehouse facilities at each of the
 
 2           sites, including a cooling facility for Hawaii
 
 3           agricultural products; and
 
 4      (3)  To make these sites available for use by agricultural
 
 5           producers and manufacturers from Hawaii for the
 
 6           promotion and sale of their products.
 
 7      SECTION 2.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $2 or so much thereof
 
 9 as may be necessary for fiscal year 1999-2000 to develop
 
10 appropriate sites for distribution and consolidation centers and
 
11 to rent warehouse and cooling facilities in Hawaii and mainland
 
12 states, as determined appropriate, to store, sell, and promote
 
13 Hawaii agricultural products, as defined in section 421-1, Hawaii
 
14 Revised Statutes.
 
15      SECTION 3.  The sum appropriated shall be expended by the
 
16 department of agriculture for the purposes of this Act.
 
17      SECTION 4.  This Act shall take effect on July 1, 1999.
