                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR BIG ISLAND PAPAYA INDUSTRY. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that papayas grown on the
 
 2 Big Island represent ninety per cent of all papayas grown in
 
 3 Hawaii.  Papayas grown in Puna are known to be world-class.  The
 
 4 legislature further finds that the papaya industry in Hawaii has
 
 5 been boosted by the development of a new variety of papaya, known
 
 6 as the transgenic papaya.  This specie of papaya promises to be a
 
 7 bountiful crop, with the first harvest expected in six months.
 
 8      The legislature further finds that the transgenic papaya
 
 9 needs to be effectively mass marketed around the world to reap
 
10 economic development for the Big Island.  More than seventy per
 
11 cent of Big Island papaya is shipped out of State.
 
12      The purpose of this Act is to appropriate funds for the
 
13 development of new markets and the expansion of existing markets
 
14 for papaya sales in foreign countries, such as New Zealand,
 
15 Australia, South Korea, and the Middle East.
 
16      SECTION 2.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $150,000, or so much
 
18 thereof as may be necessary for fiscal year 1999-2000, for the
 
19 papaya industry on the island of Hawaii to develop new markets

 1 and to expand existing markets in foreign countries.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of agriculture for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 1999.
