                   A  BILL  FOR  AN  ACT

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE HAWAII
   CONSTITUTION, TO REQUIRE THE LIEUTENANT GOVERNOR TO BE
   ELECTED SEPARATELY FROM THE GOVERNOR.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to propose an
 
 2 amendment to article V, section 2, of the Constitution of the
 
 3 State of Hawaii to require the lieutenant governor to be elected
 
 4 separately from the governor.
 
 5      SECTION 2.  Article V, section 2, of the Constitution of the
 
 6 State of Hawaii is amended to read as follows:
 
 7                       "LIEUTENANT GOVERNOR
 
 8      Section 2.  There shall be a lieutenant governor who shall
 
 9 have the same qualifications as the governor.  The lieutenant
 
10 governor shall be elected at the same time, for the same term and
 
11 in the same manner as the governor[; provided that the votes cast
 
12 in the general election for the nominee for governor shall be
 
13 deemed cast for the nominee for lieutenant governor of the same
 
14 political party].  No person shall be elected to the office of
 
15 lieutenant governor for more than two consecutive full terms.
 
16 The lieutenant governor shall perform such duties as may be
 
17 provided by law."
 
18      SECTION 3.  The question to be printed on the ballot shall

 1 be as follows:
 
 2      "Shall the lieutenant governor be elected separately from
 
 3      the governor?"
 
 4      SECTION 4.  Constitutional material to be repealed is
 
 5 bracketed.
 
 6      SECTION 5.  This amendment shall take effect upon compliance
 
 7 with article XVII, section 3, of the Constitution of the State of
 
 8 Hawaii.
