                   A  BILL  FOR  AN  ACT

RELATING TO HOMELESS SHELTER STIPENDS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 201G-464, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (b) to read as follows:
 
 3      "(b)  The corporation may make or may contract to make
 
 4 homeless shelter stipend payments on behalf of one or more
 
 5 homeless families or individuals to a provider agency operating
 
 6 or managing an emergency or transitional shelter or, in the case
 
 7 that the corporation itself operates and manages a homeless
 
 8 facility, to the corporation in such amounts and under such
 
 9 circumstances as provided by rule[.]; provided that homeless
 
10 shelter stipends at emergency shelters shall not exceed $20 per
 
11 shelter bed per night.  The contract may specify a minimum total
 
12 amount of homeless shelter stipends to be received by a provider
 
13 agency for making its shelter and services available to eligible
 
14 homeless families or individuals, pursuant to rule."
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $1,500,000, or so much
 
17 thereof as may be necessary for fiscal year 1999-2000, for the
 
18 purpose of funding homeless shelter stipends at emergency
 
19 shelters.

 1      SECTION 3.  The sum appropriated shall be expended by the
 
 2 department of business, economic development, and tourism for the
 
 3 purposes of this Act.
 
 4      SECTION 4.  Statutory material to be repealed is bracketed.
 
 5 New statutory material is underscored.
 
 6      SECTION 5.  This Act shall take effect on July 1, 1999.
