                     HOUSE  CONCURRENT
                        RESOLUTION
 
  REQUESTING THE STATE FOUNDATION ON CULTURE AND THE ARTS TO
    PREPARE A PLAN TO GENERATE REVENUES FOR THE FOUNDATION TO
    SUPPLEMENT ITS BUDGET.



 1        WHEREAS, the State Foundation on Culture and the Arts
 2   serves a vital role within the arts communities and in
 3   perpetuating the unique culture and arts of Hawaii with its
 4   many programs; and
 5   
 6        WHEREAS, the culture and arts environment represents an
 7   attractive yet underutilized asset, with over twenty million
 8   people annually visiting Hawaii's unique culture and arts
 9   facilities; and
10   
11        WHEREAS, a lackluster economy has resulted in an austere
12   state budget with severe budget restrictions and downsizing for
13   several years; and
14   
15        WHEREAS, the State Foundation on Culture and the Arts has
16   sustained massive budget cutbacks of nearly seventy per cent in
17   fiscal year 1995-1996 and even deeper cuts in subsequent fiscal
18   years; and
19   
20        WHEREAS, these cutbacks have resulted in elimination or
21   hardship for many long-standing culture and arts programs; and
22   
23        WHEREAS, in light of its bleak financial situation, it is
24   incumbent upon the Foundation to seek out funding or find ways
25   to generate revenues on its own to ultimately reinstitute
26   programs discontinued due to lack of funds; and
27   
28        WHEREAS, before the Foundation embarks on any attempt to
29   seek outside funding or generate revenues, the Foundation must
30   first study the possible alternatives available to the
31   Foundation and draft a plan that includes goals and objectives;

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that the State Foundation on
 4   Culture and the Arts is requested to prepare a plan that will
 5   enable the Foundation to supplement its present budget; and
 6   
 7        BE IT FURTHER RESOLVED that the Foundation is requested to
 8   study other states that may have similar revenue generating
 9   programs; and
10   
11        BE IT FURTHER RESOLVED that the Foundation is requested to
12   report any findings, recommendations, and its plan to the
13   Legislature twenty days prior to the convening of the 2000
14   Regular Session; and 
15   
16        BE IT FURTHER RESOLVED that a certified copy of this
17   Concurrent Resolution be transmitted to the Director of the
18   State Foundation on Culture and the Arts.
