                     HOUSE CONCURRENT
                        RESOLUTION


REQUESTING THE UNIVERSITY OF HAWAII TO INCREASE EFFORTS TO
   RECRUIT STUDENTS FROM ASIAN PACIFIC COUNTRIES TO STUDY
   MEDICINE AT THE JOHN A. BURNS SCHOOL OF MEDICINE.



 1       WHEREAS, the expansion of the health care industry in
 2   Hawaii has been targeted as a means of developing and
 3   diversifying Hawaii's economy, with one vision for Hawaii to be
 4   the "Health Care Center of the Pacific"; and
 5   
 6       WHEREAS, there are major efforts to develop a strategy for
 7   exporting Hawaii's health services, as evidenced by the
 8   establishment of a Health Care Tourism Steering Committee by
 9   the Governor; and
10   
11       WHEREAS, the quality of the state's medical and research
12   facilities is internationally known; and
13   
14       WHEREAS, the University of Hawaii is committed to provide
15   high quality academic instructional programs for residents and
16   foreign students from the Pacific Basin; and
17   
18       WHEREAS, Asian Pacific countries have a shortage of trained
19   doctors, as evidenced by the fact that the proportion of
20   doctors in the general population in these countries is
21   significantly lower than the United States average of one
22   doctor per 420 persons; and
23   
24       WHEREAS, for example, in Japan there is an average of one
25   doctor for each 610 persons, in Malaysia one doctor for each
26   2,590 persons, and in Indonesia one doctor for each 7,030
27   persons; and
28   
29       WHEREAS, in many of these countries the population is
30   aging, thereby increasing the need for medical care; now,
31   therefore,
32   
33       BE IT RESOLVED by the House of Representatives of the
34   Twentieth Legislature of the State of Hawaii, Regular Session
35   of 1999, the Senate concurring, that the University of Hawaii
36   is requested to increase its efforts to recruit students from
37   Asian Pacific countries to study medicine at the John A. Burns
38   School of Medicine; and

 1       BE IT FURTHER RESOLVED that the University of Hawaii is
 2   requested to submit a report of its efforts to recruit more
 3   Asian Pacific students to the School of Medicine no later than
 4   twenty days before the convening of the Regular Session of 2000
 5   and every year thereafter; and
 6   
 7       BE IT FURTHER RESOLVED that certified copies of this
 8   Concurrent Resolution be transmitted to the Chairperson of the
 9   Board of Regents of the University of Hawaii, the President of
10   the University of Hawaii and the Dean of the John A. Burns
11   School of Medicine.
