                     HOUSE RESOLUTION

ENCOURAGIING THE STATE OF HAWAII TO LEASE A PORTION OF KAHANA
   VALLEY STATE PARK TO HUI KALO O AHUPUA'A O KAHANA FOR THE
   PURPOSE OF IMPLEMENTING A RESTORATION PROJECT FOR KAHANA
   VALLEY STATE PARK.



 1      WHEREAS, the people of the State of Hawaii have a vested
 2 interest in accomplishing the restoration of Hawaii's natural,
 3 cultural and spiritual resources; and
 4 
 5      WHEREAS, Kahana is the only publicly owned land division
 6 from mountain to sea or "ahupua'a" in the State of Hawaii and is
 7 one of only a few intact ahupua'a; and
 8 
 9      WHEREAS, Kahana was once a completely self-sustaining
10 Hawaiian ecosystem and watershed with its taro lo'i, the Wailua
11 au'wai and the Huilua Loko (fishpond), but is now in a state of
12 disrepair; and
13 
14      WHEREAS, the tsunami damaged Huilua Loko needs repair, the
15 river mouth which has become smaller in both width and depth thus
16 resulting in slow water flow needs to be dredged and it is
17 imperative that vegetation blockage in the streams as well as
18 construction debris dumped in the area be removed, further
19 necessary improvements include cultivation of the taro lo'i and
20 auwai; and
21 
22      WHEREAS, the renovation of Kahana's natural resources will
23 not only benefit the people of Kahana and the citizens of the
24 State of Hawaii but also students and visitors from around the
25 world interested in seeing first hand the natural beauty of a
26 true ahupua'a with emphasis on the culture; and
27 
28      WHEREAS, the State of Hawaii has leased part of Kahana
29 Valley to residents many of whom are families which have resided
30 in Kahana for hundreds of years and wish to see Kahana restored
31 to its ancient and natural beauty; and
32 
33      WHEREAS, Kahana has been designated a cultural living park
34 whose purpose is to nurture and foster native Hawaiian culture
35 and spread knowledge of its values and ways and this education is
36 to be done by the individuals living in the park, but the
37 realization of this goal has yet to be achieved; and

39      WHEREAS, Hui Kalo o Ahupua'a o Kahana is an active and
40 dedicated group of Kahana residents who inherited the

 1 responsibility of restoring Kahana to its previous glory and who
 2 should be allowed to carry out the goal of restoring Kahana
 3 because they are knowledgeable and capable of reclaiming
 4 agricultural land, practicing reforestation, and procuring
 5 grants, donations, expertise and volunteer labor; and
 6 
 7      WHEREAS, Hui Kalo o Ahupua'a o Kahana has already dedicated
 8 countless hours of their time in the hope of restoring those
 9 cultural values that make Kahana and Hawaii special through
10 cultural representation, demonstration and hands on experience.
11 They have already revamped the tsunami damaged Huilua Loko
12 (fishpond), cultivated a community lo'i and are planning,
13 organizing and implementing the restoration of 4,000 feet of
14 auwai; now, therefore,
15 
16      BE IT RESOLVED by the House of Representatives of the
17 Twentieth Legislature of the State of Hawaii, Regular Session of
18 1999, that the State of Hawaii is encouraged to extend a long
19 term lease option to Hui Kalo o Ahupua'a o Kahana so that they
20 may head a restoration project in Kahana; and
21 
22      BE IT FURTHER RESOLVED that the State of Hawaii, Department
23 of Land and Natural Resources and Hui Kalo o Ahupua'a o Kahana
24 are encouraged to come up with a development timetable and
25 restoration plan and are requested to present this timetable and
26 plan to the Legislature no later than twenty days before the
27 convening of the Regular Session of 2000; and
28 
29      BE IT FURTHER RESOLVED that certified copies of this
30 Resolution be transmitted to the Department of Land and Natural
31 Resources, the Governor, and the Speaker of the House of
32 Representatives.
