                     HOUSE RESOLUTION

REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT A STUDY OF
THE ADVANTAGES AND DISADVANTAGES OF CREATING THE POSITION OF
AN APPOINTED CHIEF FINANCIAL OFFICER FOR THE DEPARTMENT OF
   EDUCATION.

WHEREAS, the Department of Education is the largest state
agency, with system-wide functions of budgeting and accounting
separated in two branches, the Budget Office and the
  Administrative Services Office; and

WHEREAS, while the Legislature has promoted school-based
budgeting to shift responsibility and authority from the
central and district offices to the school level, the central
office has not supported school-based budgeting; and

WHEREAS, in addition, the Legislature has had difficulty in
getting budgeting and accounting information from the
  Department of Education; and

WHEREAS, perhaps an appointed chief financial officer,
responsible for budgeting and accounting for the Department of
Education, would be more responsive to the needs of individual
schools, as well as the Legislature; now, therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 1999, that the Legislative Reference Bureau is requested to
conduct a study of the advantages and disadvantages of creating
the position of an appointed chief financial officer for the
  Department of Education; and

BE IT FURTHER RESOLVED that the Department of Education
cooperate with the Legislative Reference Bureau in conducting
  the study; and

BE IT FURTHER RESOLVED that the Director of the Legislative
