                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO STUDY NEW ROUTES
   FOR THE HONOLULU MARATHON.



 1      WHEREAS, the Honolulu Marathon, one of the largest marathons
 2 in the world, generates $87 million to the State's economy each
 3 year, to the burden of all East Honolulu residents; and
 4 
 5      WHEREAS, other residents of the State can share in the
 6 burden of hosting 27,000+ runners by shifting the Honolulu
 7 Marathon route to other parts of Honolulu, creating a more
 8 interesting route and marathon event; and
 9 
10      WHEREAS, the Honolulu Marathon virtually "closes down" East
11 Honolulu preventing businesses, restaurants, and churches from
12 operating from 4:00 a.m. to 1:00 p.m. from lack of traffic flow,
13 year after year; and
14 
15      WHEREAS, traffic is jammed from 4:00 a.m. to 1:00 p.m.,
16 preventing East Honolulu residents from leaving their homes,
17 going to church, engaging in sports activities, eating meals,
18 participating in events, or traveling anywhere without being
19 caught in traffic for an hour, effectively making residents
20 "hostages" in their own homes; and
21 
22      WHEREAS, traffic lanes are closed down when there are
23 straggling runners, causing further delays to traffic, to the
24 frustration of East Honolulu residents who are trying to get to
25 other destinations; now, therefore,
26 
27      BE IT RESOLVED by the House of Representatives of the
28 Twentieth Legislature of the State of Hawaii, Regular Session of
29 1999, that the Department of Transportation, in consultation with
30 the Honolulu Marathon Committee, is requested to study alternate
31 routes for future Honolulu Marathons in order to alleviate the
32 burden and inconvenience to East Honolulu residents; and
33 
34      BE IT FURTHER RESOLVED that the department shall report its
35 findings and recommendations to the legislature no later than
36 twenty days prior to the convening of the Regular Session of

 2 
 3      BE IT FURTHER RESOLVED that certified copies of this
 4 resolution be submitted to the Director of the Department of
 5 Transportation.
