                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF EDUCATION TO ESTABLISH A NEW POLICY
   TO PRIORITIZE THE REPLACEMENT OF TEMPORARY CLASSROOMS.



 1      WHEREAS, the Department of Education (DOE) has for many
 2   years found it necessary to house students in temporary
 3   classrooms to meet the ever-increasing student population in
 4   the State's public school system; and
 5   
 6      WHEREAS, increases in the student population and the DOE's
 7   resulting reliance on an even greater number of temporary
 8   classrooms exceeds the State's capacity to fund permanent
 9   replacement classrooms; and
10   
11      WHEREAS, the DOE relies upon a priority matrix to determine
12   the selection and scheduling for those schools where permanent
13   classrooms will be constructed to replace temporary classrooms;
14   and 
15   
16      WHEREAS, the continued use of this priority matrix has
17   resulted in apparent inequities, where replacement of temporary
18   classrooms is not proportionate to:
19   
20       (1)  The percent and number of students housed in temporary
21            classrooms; 
22   
23       (2)  The number of temporary classrooms in use; and
24   
25       (3)  The number of years that temporary classrooms have
26            been in use at a particular school; now, therefore,
27   
28       BE IT RESOLVED by the House of Representatives of the
29   Twentieth Legislature of the State of Hawaii, Regular Session
30   of 1999, that the DOE is requested to adopt a planning priority
31   policy whereby a school that:
32   
33       (1)  Has twenty-five percent or more of its student body
34            housed in temporary classrooms will be given top
35            priority for new permanent classrooms;
36   
37       (2)  Has continuously used temporary classrooms for fifteen
38            years or more; and

 1       (3)  Has adequate numbers of classrooms in use to warrant a
 2            new permanent structure;
 3   
 4   shall be given the highest priority on the aforementioned
 5   facilities planning matrix; and
 6   
 7       BE IT FURTHER RESOLVED that certified copies of this
 8   Resolution be transmitted to the Superintendent of Education
 9   and the Chairperson of the Board of Education.
