                     HOUSE RESOLUTION
REQUESTING THE OFFICE OF ELECTIONS TO ESTABLISH AN ELECTIONS
    OFFICE ADVISORY PANEL.

WHEREAS, the 1998 elections were marred by some races
having questionable results which have put the accuracy and
reliability of the vote counts at risk; and

WHEREAS, the general public must have trust in the
elections office or the entire democratic process could fail in
a single election period and cause even further erosion of
voter enthusiasm and interest in elective government; and

WHEREAS, every election polling place requires the
presence of persons from different political parties who watch
over the procedures to assure non-coercive activities, prevent
  electioneering, and the like, in and around the polling place;
  and

WHEREAS, for the sake of restoring openness and
objectivity in the entire vote counting and election process,
it is imperative that a forum be available to promote input to
the Chief Election Officer, which will serve as a basis for
continuing improvement of the electoral system; now, therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 1999, that this body requests the Office of Elections to
establish an elections office advisory panel whose immediate
goal shall be to advise the Chief Election Officer on how best
to implement the new voting system established in Hawaii during
  the 1998 election; and

BE IT FURTHER RESOLVED that certified copies of this
Resolution be transmitted to the Chief Election Officer and the
  Lieutenant Governor.
