                     HOUSE  RESOLUTION

ENCOURAGING THE DEPARTMENT OF AGRICULTURE AND THE DEPARTMENT OF
   BUSINESS, ECONOMIC DEVELOPMENT AND TOURISM TO DEVELOP A PLAN
   TO CULTIVATE AGRICULTURAL CROPS AND PRODUCTS TO PROMOTE THE
   CONCEPT OF HAWAII AS A HEALTH STATE.


 1       WHEREAS, Hawaii with its year round sunny climate and
 2   "laid-back," non-stressful Aloha type of lifestyle has a high
 3   longevity rate compared to the rest of the nation; and
 4   
 5       WHEREAS, with the demise of sugar and pineapple, previously
 6   employed plantation workers have been struggling to seek re-
 7   employment; and
 8   
 9       WHEREAS, for the first time in years, Hawaii has open
10   agricultural lands, waiting to be developed into diversified
11   crops; and
12   
13       WHEREAS, with a struggling economy, Hawaii needs new areas
14   of economic development; and
15   
16       WHEREAS, the Governor has encouraged a world re-known
17   medical center for Hawaii and promoting Hawaii as a Health
18   State; and
19   
20       WHEREAS, by developing the concept of Hawaii as a Health
21   State, the internationally know medical centers may become
22   interested in establishing a center here; and
23   
24       WHEREAS, by emphasizing Hawaii as a Health State, an
25   entirely new Health Industry may be developed and
26   
27       WHEREAS, existing agricultural lands my be utilized to
28   enhance the Health State concept by emphasizing the cultivation
29   of healthy and fresh foods, and health products such as herbs,
30   vitamins, aloe shampoos, lotions, medications, and other
31   products; and
32   
33       WHEREAS, with the assistance of the hotel industry, Hawaii
34   may offer health spas to assist in treating various ailments
35   like weight reduction using locally grown foods and products,
36   alcoholism, drug treatment, emotional disorders, and other
37   illnesses; and

 1       WHEREAS, with the assistance of the hotel industry,an
 2   emphasis may be placed upon the availability of health
 3   treatments for the terminally ill, where medical assistance may
 4   be available at the hotels, as well as providing accommodations
 5   for other visiting family members, not in a hospital, but a
 6   resort setting; and
 7   
 8       WHEREAS, the University of Hawaii may join in the effort of
 9   placing an emphasis on health studies and research, to further
10   enhance Hawaii as the Health State; now, therefore,
11   
12       BE IT RESOLVED by the House of Representatives of the
13   Twentieth Legislature of the State of Hawaii, Regular Session
14   of 1999, that the Department of Agriculture and the Department
15   of Business and Economic Development and Tourism be encouraged
16   to investigate the feasibility of "Hawaii, the Health State"
17   utilizing agricultural products and tourism in furthering the
18   concept, with a goal of developing a Health Industry; and
19   
20       BE IT FURTHER RESOLVED that certified copies of this House
21   Resolution be transmitted to the Chairperson of the Board of
22   Agriculture and Director of the Department of Business,
23   Economic Development and Tourism.
