                     HOUSE RESOLUTION

  SUPPORTING APPROVAL OF THE FORD ISLAND DEVELOPMENT PROJECT BY
    THE U.S. CONGRESS.



 1        WHEREAS, U.S. Navy officials at Pearl Harbor have
 2   announced that the Ford Island Redevelopment Project package
 3   has been released for review by the Office of the Secretary of
 4   the U.S. Navy, and forwarded to the Department of Defense; and
 5   
 6        WHEREAS, barring any unforeseen problems, the package is
 7   expected to be received by Congressional staff offices ahead of
 8   the March 15, 1999, date mandated by the Congress; and
 9   
10        WHEREAS, if approved by the next Congress as anticipated,
11   the Navy should be able to begin work on the project in the
12   year 2000; and
13   
14        WHEREAS, the Ford Island Development Project is a $600
15   million construction plan, that calls for a complete makeover
16   of Ford Island to include family housing units, operational
17   facilities, bachelor quarters, a conference center, and a Navy
18   Square complex for a historical and cultural center and other
19   visitor attractions; and
20   
21        WHEREAS, the project is being processed as a joint
22   private/public funded venture covering a construction period of
23   approximately twelve years; and
24   
25        WHEREAS, such a massive and long term building project
26   will be a significant economic boost to Hawaii's faltering
27   construction industry and the overall economy of the State; and
28   
29        WHEREAS, this unique funding procedure is being sought to
30   facilitate more timely action, that is not possible using
31   normal military construction procedures; and
32   
33        WHEREAS, Senator Daniel Inouye was successful in obtaining
34   Congressional approval to proceed with processing the project
35   as a joint private/public funding venture, pending final review
36   and approval by Congress; now, therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that approval of the Ford
 4   Island Redevelopment Project package by the U.S. Congress is
 5   requested; and
 6   
 7        BE IT FURTHER RESOLVED that certified copies of this
 8   Resolution be transmitted to the President of the United
 9   States, Hawaii's Congressional delegation, Admiral Joseph W.
10   Prueher, Commander in Chief, U.S. Pacific Command, and Admiral
11   Archie R. Clemins, Commander in Chief, U.S. Pacific Fleet, and
12   the Chamber of Commerce of Hawaii.
