                     HOUSE  RESOLUTION

REQUESTING A FEASIBILITY STUDY BY THE DEPARTMENT OF HEALTH ON
   ESTABLISHING A USED ROOFING MATERIAL RECYCLING PROGRAM. 


 1       WHEREAS, roofing materials for both residential and
 2   commercial use are often composed of asphalt products including
 3   asphalt saturated felt, composition shingles, underlayments,
 4   and other items; and
 5   
 6       WHEREAS, private homes and commercial buildings are often
 7   re-roofed every ten years; and
 8   
 9       WHEREAS, used roofing materials are currently trucked to
10   the landfill where contractors pay fees to dump these
11   materials, which serve no other purpose than to fill up the
12   landfill; and 
13   
14       WHEREAS, not only do these materials occupy diminishing
15   landfill space, but are typically categorized as very slow in
16   their decomposition; and
17   
18       WHEREAS, recycling is the growing trend today and the
19   roofing industry has indicated a desire to assist in the
20   effort; and
21   
22       WHEREAS, if there are markets for recycling used roofing
23   materials then it would provide an identifiable incentive for
24   individuals to recycle these materials; and 
25   
26       WHEREAS, if it is feasible to make a useful product from
27   used roofing materials, then a recycling project would be far
28   more economical and successful than existing practices; now,
29   therefore,

31       BE IT RESOLVED by the House of Representatives of the
32   Twentieth Legislature of the State of Hawaii, Regular Session
33   of 1999, that the Department of Health is requested to
34   undertake a study to determine if there is sufficient volume
35   from and sources of tear-off roofing to establish a used
36   roofing material recycling program; and
37   
38       BE IT FURTHER RESOLVED that the Department of Health is
39   urged to involve other government agencies and the private
40   industry to help with this project; and

 1       BE IT FURTHER RESOLVED that the Department of Health is
 2   requested to report its findings and recommendations on the
 3   feasibility of this project to the Legislature at least twenty
 4   days prior to the convening of the Regular Session of 2000; and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Resolution be transmitted to the Hawaii Roofing Contractors
 8   Association and the Director of Health.
