                     HOUSE  RESOLUTION

REQUESTING A COLLABORATIVE PARTNERSHIP TO INCREASE THE NUMBER OF
   CHILDREN WHO HAVE AN OPPORTUNITY TO EAT A NUTRITIOUS
   BREAKFAST IN THE PUBLIC AND PRIVATE SCHOOLS, PRE-SCHOOLS,
   AND GROUP CARE.



 1       WHEREAS, H.C.R. No. 38 (1998) adopted the goal that all of
 2   Hawaii's children will be safe, healthy, and ready to succeed
 3   in school; and
 4   
 5       WHEREAS, research demonstrates that there is a strong
 6   correlation between eating a good breakfast and learning; and
 7   
 8       WHEREAS, although the Department of Education's School Food
 9   Services current program provides nutritious breakfasts to
10   public school children, if the number of children who eat a
11   good breakfast increases, then Hawaii will make progress
12   towards its goal of safe, healthy children, ready to succeed in
13   school; and
14   
15       WHEREAS, if young children who are in early childhood
16   education and care group settings have the opportunity to eat a
17   good breakfast, they too will be ready to learn; and
18   
19       WHEREAS, the goals of all child nutrition programs are to:
20   
21       (1)  Provide maximum nutrition for optimal physical and
22            mental development; and
23   
24       (2)  Introduce children to good nutrition habits with the
25            goal that they will adopt such habits for life;
26   
27   and
28   
29       WHEREAS, the Good Beginnings Alliance has submitted a
30   proposal to the National Partnerships for Reinventing
31   Government which supports a performance partnership to improve
32   outcomes for children by measuring progress towards reaching
33   Hawaii's goal that all children will be safe, healthy, and
34   ready to succeed in school; and

 1       WHEREAS, the performance partnership is known as Boost for
 2   Kids and includes public and private stakeholders who have
 3   agreed to measure Hawaii's progress in meeting its goal of
 4   giving all children, especially the most vulnerable, a good
 5   breakfast; now, therefore,
 6   
 7       BE IT RESOLVED by the House of Representatives of the
 8   Twentieth Legislature of the State of Hawaii, Regular Session
 9   of 1999, that the Departments of Education, Health, and Human
10   Services; the Office of the Governor; the Center on the Family;
11   Hawaii Kids Count; and the Good Beginnings Alliance are
12   requested to develop a collaborative partnership to increase
13   the number of children who have an opportunity to eat a
14   nutritious breakfast in the public and private schools, pre-
15   schools, and group care; and
16   
17       BE IT FURTHER RESOLVED that certified copies of this
18   Resolution be transmitted to the Superintendent of Education,
19   the Chairperson of the Board of Education, the Directors of
20   Health and Human Services, the Director of the Center on the
21   Family, the Executive Director of the Good Beginnings Alliance,
22   and the Office of the Governor.
