                     HOUSE  RESOLUTION

  REQUESTING THE HAWAII TOURISM AUTHORITY TO EXAMINE AND REPORT
    ON THE ESTABLISHMENT OF TOURISM PROGRAMS THAT BENEFIT
    RESIDENTS AS WELL AS TOURISTS.



 1        WHEREAS, the Hawaii Tourism Authority was established by
 2   Act 156, Session Laws of Hawaii 1998, to orchestrate the
 3   development and marketing of tourism in Hawaii; and
 4   
 5        WHEREAS, the Hawaii Tourism Authority has been allocated
 6   more than one-third of the revenues collected under the
 7   transient accommodations tax to provide adequate funding for
 8   its duties and purposes; and
 9   
10        WHEREAS, it is important that, in addition to the
11   marketing of tourism, the Hawaii Tourism Authority coordinate
12   the development of tourism sites and activities and resources
13   within the State with the recreation and lives of the state
14   residents; and
15   
16        WHEREAS, there are many niche markets that could be
17   developed to serve both residents and visitors that would
18   benefit residents and present a more "hidden" Hawaii to
19   tourists; and
20   
21        WHEREAS, regulated and permitted use of marine
22   conservation districts by residents and visitors, the
23   recreational uses of historic infrastructure such as plantation
24   irrigation ditches, and fresh water fishing programs through
25   state conservation land maintenance programs are all specific
26   programs where development would benefit both residents and
27   visitors; and
28   
29        WHEREAS, an ecotourism center at the University of Hawaii
30   at Hilo would provide a community-based industry partnership
31   that could both feed and protect the industry and the
32   environment; and
33   
34        WHEREAS, many of the abovementioned specific programs and
35   others can excel and benefit both residents and visitors alike,
36   if the proper support is provided; now, therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, that the Hawaii Tourism Authority is requested to
 4   examine specific programs for tourism development that benefit
 5   residents and visitors alike, including the use of marine life
 6   conservation districts, recreational uses of historic
 7   infrastructure, fresh water fishing, and the establishment of
 8   an ecocenter to perpetuate these concepts; and
 9   
10        BE IT FURTHER RESOLVED that the Hawaii Tourism Authority
11   is requested to report its findings and recommendations on the
12   establishment and status of these types of programs to the
13   Legislature no later than twenty days before the convening of
14   the Regular Session of 2000; and
15   
16        BE IT FURTHER RESOLVED that certified copies of this
17   Resolution be transmitted to the Chairperson of the Hawaii
18   Tourism Authority.
