                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAIIAN STUDIES PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaiian studies program in the state public
 
 2 school system is the result of the 1978 constitutional mandate
 
 3 requiring the State to promote the study of the Hawaiian culture,
 
 4 history, and language by providing a Hawaiian education program
 
 5 and using community experience as a suitable and essential means
 
 6 in furtherance of this program.  The program had resource
 
 7 teachers at one time, but those positions were terminated and the
 
 8 implementation left to the individual schools, who use Hawaiian
 
 9 kupuna (elders) and makua (parents) to run the program.  This has
 
10 led to uneven implementation of the program.
 
11      The purpose of this Act is to increase funds for the
 
12 Hawaiian studies program, including assistants to help coordinate
 
13 the kupuna and makua at public schools, directly assisting the
 
14 school, teachers, and students in grades K-6 to implement a
 
15 quality Hawaiian studies program at a significantly lower cost.
 
16 The Hawaiian studies program assistants will:
 
17      (1)  Coordinate recruitment, orientation, and training for
 
18           new kupuna and makua hired by the school;
 
19      (2)  Coordinate bi-monthly in-service training for all

 1           kupuna and makua;
 
 2      (3)  Plan, facilitate, and conduct workshops for continuous
 
 3           cultural, historical, and language enrichment, and
 
 4           skill development of the kupuna and makua;
 
 5      (4)  Conduct periodic assessment of the Hawaiian studies
 
 6           program;
 
 7      (5)  Prepare and maintain relevant records and produce
 
 8           written reports; and
 
 9      (6)  Plan, research, and participate in seminars and
 
10           workshops to further enhance knowledge and information
 
11           for the Hawaiian studies program.
 
12      The funding may also be used for travel expenses, the
 
13 preparation and gathering of materials, and medical and dental
 
14 benefits for the kupuna and makua.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $0, or so much thereof
 
17 as may be necessary for fiscal year 1999-2000, as follows:
 
18      $0   For the purpose of hiring full-time equivalent
 
19           temporary Hawaiian studies program assistants;
 
20      $0   For the purposes of planning for and traveling to
 
21           meetings three times during the school year;
 
22      $0   For the purposes of compensating current kupuna and
 
23           makua for their preparation of Hawaiian cultural

 1           resource materials for classroom activities; and
 
 2      $0   For the purposes of providing medical and dental
 
 3           benefits for the kupuna and makua.
 
 4      SECTION 3.  The sum appropriated shall be expended by the
 
 5 department of education for the purposes of this Act.
 
 6      SECTION 4.  This Act shall take effect on July 1, 1999.
