                   A  BILL  FOR  AN  ACT
MAKING AN APPROPRIATION FOR INFRASTRUCTURE, CONSTRUCTION, AND
   RENOVATION OF PASSENGER TERMINALS IN THE STATE.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Foreign-flagged cruise ships made ninety-seven
 
 2 stops in Hawaii in 1997 and two hundred thirty-eight in 1998 -- a
 
 3 one hundred forty-five per cent increase.  Passengers and crew
 
 4 contribute about $200,000,000 annually to Hawaii's economy,
 
 5 spending about $200 a day ashore.  Cruise ship travel is one of
 
 6 the fastest growing sectors in the tourism industry and thirty
 
 7 more ships are to be added in the next six years, carrying forty
 
 8 thousand berths, or one-third more than all the hotel rooms in
 
 9 Waikiki.  The State's passenger terminal infrastructure and
 
10 facilities need improvement to accommodate the anticipated
 
11 increase in cruise ship passengers to Hawaii.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $30,000,000, or so
 
14 much thereof as may be necessary for fiscal year 1999-2000, for
 
15 infrastructure, construction, and renovation of passenger
 
16 terminals in the State.  The sum appropriated shall be expended
 
17 by the department of transportation for the purposes of this Act.
 
18      SECTION 3.  This Act shall take effect on July 1, 1999.
