                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATIONAL OFFICERS.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The department of education and the exclusive
 
 2 representative for bargaining unit 6 shall conduct a study on the
 
 3 issue of compensational parity for educational officers of the
 
 4 department of education.  The study shall include but not be
 
 5 limited to:
 
 6      (1)  A review of the educational officer
 
 7           classification/compensation plan and position
 
 8           descriptions;
 
 9      (2)  An examination of the compensational parity
 
10           implications of the movement of a teacher from the
 
11           teacher salary schedule to the educational officer's
 
12           salary schedule;
 
13      (3)  An assessment of whether implementing a salary
 
14           classification system for educational officers similar
 
15           to the teacher salary classification system is
 
16           appropriate;
 
17      (4)  An assessment of whether educational officers should be
 
18           similarly compensated for continuing educational
 
19           achievement in the same manner that teachers who earn

 1           additional educational credits are compensated; and
 
 2      (5)  Recommendations that will address the issue of
 
 3           providing compensational parity between long-time
 
 4           educational officers and newly-hired educational
 
 5           officers who have transferred over from high-level
 
 6           teaching positions.
 
 7      The report shall also review and evaluate the classification
 
 8 and compensation schedules of adult education educational
 
 9 officers as to whether adult education educational officers are
 
10 appropriately compensated when compared to K-12 educational
 
11 officers.
 
12      SECTION 2.  The department of education and the exclusive
 
13 representative for bargaining unit 6 shall submit their report,
 
14 findings, recommendations, and any necessary draft legislation to
 
15 the legislature not later than twenty days prior to the convening
 
16 of the regular session of 2000.
 
17      SECTION 3.  This Act shall take effect upon its approval.
