                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE CHILDREN'S HEALTH INSURANCE
   PROGRAM. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that Title XXI of the
 
 2 Social Security Act established the children's health insurance
 
 3 program (CHIP) that provides matching federal funds for states to
 
 4 expand Medicaid coverage for low-income children.  The purpose of
 
 5 this Act is to make an appropriation to provide matching funds
 
 6 for the CHIP program.
 
 7      SECTION 2.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $3,281,481, or so much
 
 9 thereof as may be necessary for fiscal year 1999-2000, to be
 
10 matched by $6,094,179, in federal funds, and $3,281,481, or so
 
11 much thereof as may be necessary for fiscal year 2000-2001, to be
 
12 matched by $6,094,179, in federal funds, for the children's
 
13 health insurance program for children through age eighteen from
 
14 families with income at or below two hundred per cent of the
 
15 federal poverty level.
 
16      SECTION 3.  The sums appropriated shall be expended by the
 
17 department of human services for the purposes of this Act.
 
18      SECTION 4.  This Act shall take effect on July 1, 1999.
