                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR PINEAPPLE RESEARCH.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the pineapple
 
 2 industry is one of the primary agricultural industries in Hawaii
 
 3 and plays a vital role in maintaining Hawaii as a tourist
 
 4 destination.  In addition, the industry is a strong economic
 
 5 component of the State's financial base.  The three pineapple
 
 6 companies pay $6.2 million in state taxes, employ 3,000 people
 
 7 and spend more than $970,000 per year in Hawaii on proprietary
 
 8 agricultural research.
 
 9      The legislature further finds that the adverse effects of
 
10 losing this industry would be socially and economically damaging
 
11 to the State.  The industry is more at risk now than in the past
 
12 because of shifts in market demands and increased global
 
13 competition, primarily due to the lower overseas cost of
 
14 business.  Further, ongoing research for continuous improvement
 
15 to the quality and quantity of pineapple production is necessary
 
16 to maintain and expand the existing industry.
 
17      The purpose of this Act is to provide the necessary funds to
 
18 support pineapple research projects that focus on pest
 
19 management, environmental research, and fruit quality at the

 1 University of Hawaii and the Hawaii Agriculture Research Center.
 
 2      SECTION 2.  There is appropriated out of the general
 
 3 revenues of the State of Hawaii the sum of $208,000, or so much
 
 4 thereof as may be necessary for fiscal year 1999-2000, and the
 
 5 same sum, or so much thereof as may be necessary for fiscal year
 
 6 2000-2001, for pineapple research.
 
 7      SECTION 3.  The sums appropriated shall be expended by the
 
 8 department of agriculture for the purposes of this Act.
 
 9      SECTION 4.  This Act shall take effect on July 1, 1999.
