                   A  BILL  FOR  AN  ACT

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND
   TOURISM. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the construction
 
 2 industry continues to represent a sizable component in Hawaii's
 
 3 economy, despite declines in recent years.  In 1997, total
 
 4 receipts were $2,864,900,000, with 1998 expected to show a slight
 
 5 increase.  Moreover, the Bank of Hawaii's 1998 annual report on
 
 6 construction in Hawaii forecasts that construction will rise more
 
 7 quickly in 1999 -- to $3,140,000,000, remaining in the
 
 8 $3,000,000,000 range in the near future.
 
 9      The legislature further finds that the importance of the
 
10 construction industry to the economy of Hawaii is not widely
 
11 acknowledged, and that statewide construction activities would
 
12 benefit from increased research and promotional efforts in
 
13 support of this vital industry.
 
14      The purpose of this Act is to create a construction industry
 
15 branch under the research and economic analysis division of the
 
16 department of business, economic development, and tourism.
 
17      SECTION 2.  Chapter 201, Hawaii Revised Statutes, is amended
 
18 by adding a new section to be appropriately designated and to
 
19 read as follows:

 1      "�201-     Construction industry branch; establishment;
 
 2 power and duties.  (a)  There is established a construction
 
 3 industry branch under the research and economic analysis division
 
 4 of the department of business, economic development, and tourism.
 
 5      (b)  The branch shall be responsible for:
 
 6      (1)  Promoting, marketing, and developing the construction
 
 7           industry in the State;
 
 8      (2)  Promoting, coordinating, and facilitating the military
 
 9           construction industry in the State;
 
10      (3)  Developing, coordinating, and implementing long-range
 
11           state policies and directions for construction and
 
12           related activities;
 
13      (4)  Coordinating all agencies and advising the private
 
14           sector in the development of construction-related
 
15           activities and resources;
 
16      (5)  Arranging for the conduct of research through
 
17           contractual services with the University of Hawaii or
 
18           any agency or other qualified persons concerning
 
19           social, economic, and environmental aspects of the
 
20           construction industry in the State;
 
21      (6)  Providing technical or other assistance to agencies and
 
22           private industry upon request;
 
23      (7)  Establishing a public information and educational

 1           program to inform the public of construction
 
 2           opportunities and construction-related problems;
 
 3      (8)  Encouraging the development of educational, training,
 
 4           and career counseling programs in construction; and
 
 5      (9)  Performing other functions required or authorized by
 
 6           law."
 
 7      SECTION 3.  New statutory material is underscored.
 
 8      SECTION 4.  This Act shall take effect on July 1, 1999.
