                    SENATE  CONCURRENT
                        RESOLUTION
  REQUESTING THE RELOCATION OF THE QUEEN LILI`UOKALANI STATUE.
 


 1        WHEREAS, Queen Lili`uokalani, the last monarch of Hawai`i,
 2   was a strong ruler who was much beloved by her people; and
 3   
 4        WHEREAS, she stepped down from the throne rather than have
 5   her people subject to the threat of violence from American
 6   troops assisting in the overthrow; and
 7   
 8        WHEREAS, after the overthrow, she was imprisoned at
 9   `Iolani Palace, the former royal palace; and
10   
11        WHEREAS, in 1975, the State Legislature, recognizing the
12   important role of the Queen in the rich heritage of Hawai`i,
13   established a jury, to be appointed by the Governor, to
14   recommend the commissioning of a statue, "The Spirit of
15   Lili`uokalani" to be placed on permanent display at the State
16   Capitol; and
17   
18        WHEREAS, sculptor Marianna Pineda was chosen to design the
19   statue, which was unveiled and dedicated on the State Capitol
20   grounds on April 10, 1982; and
21   
22        WHEREAS, the statue, "The Spirit of Lili`uokalani" is one
23   of the most honored statues in the State; it is popular not
24   only with visitors but with residents who often decorate the
25   statue with leis and flowers; and
26   
27        WHEREAS, this beloved statue could be more appropriately
28   situated, at a site that is cognizant of the political upheaval
29   that deposed the Kingdom of Hawai`i's last reigning monarch,
30   sensitive to her love of her home and the people of Hawaii, and
31   at the same time reginal; now, therefore,
32   
33        BE IT RESOLVED by the Senate of the Twentieth Legislature
34   of the State of Hawai`i, Regular Session of 1999, the House of
35   Representatives concurring, that a commission be established to
36   designate a more appropriate site for the statue, "The Spirit
37   of Lili`uokalani"; and

 2        BE IT FURTHER RESOLVED that the commission be comprised of
 3   the following representatives:
 4   
 5        (1)  One member from the State Foundation on Culture and
 6             the Arts;
 7   
 8        (2)  One member from the Office of Hawaiian Affairs;
 9   
10        (3)  One member from the Friends of `Iolani Palace;
11   
12        (4)  One member appointed by the President of the Senate;
13             and
14   
15        (5)  One member appointed by the Speaker of the House of
16             Representatives;
17   
18   and
19   
20        BE IT FURTHER RESOLVED that the chairperson of the
21   commission shall be the member from the State Foundation on
22   Culture and the Arts; and
23   
24        BE IT FURTHER RESOLVED that the commission is requested to
25   determine the specific site to which the statue is to be
26   relocated, the approximate cost of relocating the statue, and
27   any ancillary concerns that may need to be addressed due to the
28   relocation; and
29   
30        BE IT FURTHER RESOLVED that the commission report its
31   findings and recommendations to the Legislature not later than
32   twenty days prior to the convening of the 2000 Regular Session;
33   and
34   
35        BE IT FURTHER RESOLVED that certified copies of this
36   Concurrent Resolution be transmitted to the Executive Director
37   of the State Foundation on Culture and the Arts, the
38   Chairperson and members of the Board of Trustees of the Office
39   of Hawaiian Affairs, the Friends of `Iolani Palace, the
40   President of the Senate, and the Speaker of the House of
41   Representatives.
