                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THAT THE INTEGRITY OF NEIGHBORHOODS BE PRESERVED BY
    REJECTING THE NOTION OF ONE WAY STREETS IN KALIHI-PALAMA.



 1        WHEREAS, there is a proposal to convert King Street and
 2   Dillingham Boulevard to one-way streets; and 
 3   
 4        WHEREAS, the City and County of Honolulu, Kalihi residents
 5   and businesses, the Kalihi-Palama Community Council, the
 6   Liliha-Palama Business Association, the Kalihi Business
 7   Association, and Neighborhood Board No. 15 are opposed any
 8   proposal to convert King Street or Dillingham Boulevard to a
 9   one-way direction because:
10   
11        (1)  Desirable two-way traffic would be cut in half,
12             whereby the loss of traffic for one half of the day
13             would result in loss of sales and business closures;
14        
15        (2)  Business declines cause reduced worker hours and
16             layoffs...when businesses fail both entrepreneurs and
17             employees suffer;
18   
19        (3)  Emergency response would be hampered and public
20             safety compromised because the response time may be
21             longer and the most direct route to an emergency
22             scene may not be available;
23   
24        (4)  These heavily used bus corridors would be adversely
25             impacted by decreased ridership if patrons are forced
26             to walk long distances to the bus stops as a result
27             of the one-way conversion; 
28   
29        (5)  One-way streets would complicate access to vital
30             destination points in Kalihi, such as Satellite City
31             Hall, Kuakini Hospital, St. Francis Hospital, and
32             shopping centers, churches, banks, and restaurants on
33             King Street and Dillingham Boulevard; and
34   
35        (6)  One-way traffic would worsen traffic on arterial and
36             local roads by forcing neighborhoods to absorb more

 1             cars on their substandard streets;
 2   
 3   and
 4   
 5        WHEREAS, there is a concerted effort by residents of the
 6   City and County of Honolulu to convert streets to more
 7   pedestrian friendly walkways to benefit retail businesses; now,
 8   therefore, 
 9   
10        BE IT RESOLVED by the Senate of the Twentieth Legislature
11   of the State of Hawaii, Regular Session of 1999, the House of
12   Representatives concurring, that in order to preserve the
13   streets and highways of our neighborhoods, the Legislature
14   opposes the proposal to convert King Street or Dillingham
15   Boulevard; and 
16   
17        BE IT FURTHER RESOLVED that the Governor and the
18   Department of Transportation are requested to reject any
19   proposal, and refrain from conducting any studies, to convert
20   King Street or Dillingham Boulevard; and  
21   
22        BE IT FURTHER RESOLVED that certified copies of this
23   Concurrent Resolution be transmitted to the Governor and the
24   Director of Transportation.
