                    SENATE  CONCURRENT
                        RESOLUTION

  SUPPORTING THE STATE OF HAWAII'S HOPE VI GRANT APPLICATION TO
    ASSIST PUBLIC HOUSING PROJECTS AND URGING THE UNITED
    STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO ACT
    FAVORABLY ON THE APPLICATION.


 1        WHEREAS, many of the public housing projects in the State
 2   of Hawaii are over forty years old and are in need of major
 3   repairs; and
 4   
 5        WHEREAS, Hawaii's economy continues to struggle from a
 6   period of unprecedented stagnation; and
 7   
 8        WHEREAS, the economy and a high cost of living contribute
 9   to Hawaii's large number of renters, many of whom reside in
10   public housing projects; and
11   
12        WHEREAS, state agencies must continue to look for sources
13   of funding other than from the State's coffers in order to
14   carry out their respective missions; and
15   
16        WHEREAS, HOPE VI is a federally funded program aimed at
17   revitalizing severely distressed public housing projects by
18   providing grants for planning, demolition, refurbishment, and
19   if necessary, replacement of existing housing structures; and
20   
21        WHEREAS, the HOPE VI program encourages public housing
22   authorities to seek new partnerships with private non-profit
23   community organizations and public entities to create mixed
24   income and economic development for self-sufficiency in housing
25   projects such as Mayor Wright Homes, as well as the surrounding
26   communities; and
27   
28        WHEREAS, since 1993, the United States Department of
29   Housing and Urban Development has awarded over $500 million in
30   HOPE VI grants each year on a competitive basis to eligible
31   public housing authorities; and
32   
33        WHEREAS, the Housing and Community Development Corporation
34   of Hawaii, the State of Hawaii's public housing authority, is
35   in the process of coordinating efforts to submit a HOPE VI
36   application in the year 2000; now, therefore,

 1        BE IT RESOLVED by the Senate of the Twentieth Legislature
 2   of the State of Hawaii, Regular Session of 1999, the House of
 3   Representatives concurring, that the Legislature hereby
 4   acknowledges its support of the State of Hawaii's HOPE VI grant
 5   application; and
 6   
 7        BE IT FURTHER RESOLVED that the United States Department
 8   of Housing and Urban Development is respectfully urged to
 9   approve Hawaii's HOPE VI grant application; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Secretary of the
13   United States Department of Housing and Urban Development,
14   Hawaii's congressional delegation, the Governor, and the
15   Executive Director of the Housing and Community Development
16   Corporation of Hawaii.
