                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE GOVERNOR TO INFORM THE LEGISLATURE ON THE
    FINDINGS AND RECOMMENDATIONS OF THE NATIONAL PARTNERSHIPS
    FOR REINVENTING GOVERNMENT. 


 1        WHEREAS, "performance" is the modern trend in the process
 2   of "reinventing" government; and
 3   
 4        WHEREAS, performance management in government operations
 5   requires specific goals and identifiable measurements in
 6   reaching those goals in order to determine success and
 7   establish accountability; and
 8   
 9        WHEREAS, forming performance partnerships among the State,
10   federal government, county governments, and private sector to
11   reinvent government through collaboration can be effective to
12   improve government performance without the necessity to expend
13   state or local moneys; and
14   
15        WHEREAS, performance management requires measuring
16   progress towards benchmarks on a regular systematic basis; and
17   
18        WHEREAS, partners should be rewarded for success as
19   evidenced by high performance or at least improved performance;
20   and
21   
22        WHEREAS, the federal government is exploring awarding
23   funds and other incentives to states to make improvements in
24   government performance; and
25   
26        WHEREAS, the Office of the Governor invited the National
27   Partnerships for Reinventing Government to explore mutual goals
28   for reinventing government and improving intergovernmental
29   service delivery; and
30   
31        WHEREAS, the National Partnerships for Reinventing
32   Government staff visited Hawaii in late 1998 and met with
33   community-government partnerships, legislators, and groups of
34   concerned citizens that support a shift to measuring
35   performance results to chart progress towards public goals; and

 2        WHEREAS, the National Partnerships for Reinventing
 3   Government designated a Hawaii liaison to provide information
 4   and assistance; now, therefore,
 5   
 6        BE IT RESOLVED by the Senate of the Twentieth Legislature
 7   of the State of Hawaii, Regular Session of 1999, the House of
 8   Representatives concurring, that the Governor is requested to
 9   continue development of performance partnerships with the
10   National Partnerships for Reinventing Government and other
11   stakeholders and to apprise the Legislature about the results
12   of the 1998 official visit by the National Partnerships for
13   Reinventing Government, including any findings and
14   recommendations; and
15   
16        BE IT FURTHER RESOLVED that the Governor is requested to
17   report to the Legislature prior to the convening of the Regular
18   Session of 2000; and
19   
20        BE IT FURTHER RESOLVED that a certified copy of this
21   Concurrent Resolution be transmitted to the Governor.
