                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE STATE TO DISALLOW STATE EMPLOYEES FROM DRIVING
    HOME STATE-OWNED VEHICLES.
 


 1        WHEREAS, according to the State Department of Accounting
 2   and General Services Motor Pool Branch, the State owns 4,500
 3   vehicles that are used by state employees in the course and
 4   scope of their work; and
 5   
 6        WHEREAS, the State pays for liability and collision
 7   insurance on every state-owned vehicle; and
 8   
 9        WHEREAS, motor vehicle insurance premiums are calculated
10   on the use to which an insured vehicle is put, among other
11   factors; and
12   
13        WHEREAS, the State allows employees assigned a state-owned
14   vehicle to drive the vehicle to and from home and their
15   worksites, which increases the risk of an accident and the
16   exposure of the State to liability for the accident; and
17   
18        WHEREAS, even if those state employees do not use the
19   vehicles for personal use at home during evenings, weekends,
20   and holidays, the mere parking of state vehicles at their
21   residences increases liability exposure; and
22   
23        WHEREAS, if state-owned vehicles were not driven home, the
24   State could save money on insurance premiums for the 4,500
25   vehicles; and
26   
27        WHEREAS, the legislature needs more information on how
28   much in insurance premiums the State would save if state
29   vehicles were not taken home by state employees; now,
30   therefore,
31   
32        BE IT RESOLVED by the Senate of the Twentieth Legislature
33   of the State of Hawaii, Regular Session of 1999, the House of
34   Representatives concurring, that the Department of Accounting
35   and General Services is requested to disallow state employees

 1   from driving home state-owned vehicles at night and on weekends
 2   and holidays, unless the nature of their work makes it vitally
 3   important that they do so; and
 4   
 5        BE IT FURTHER RESOLVED that the Auditor conduct a study of
 6   insurance premiums paid by the State annually, including the:
 7   
 8        (1)  Total number of state-owned vehicles and of that
 9             number, how many are assigned for the exclusive use
10             by an employee; 
11   
12        (2)  Categories of employees who are allowed to drive
13             state-owned vehicles;
14   
15        (3)  Nature of the work of those employees who drive
16             state-owned vehicles and for what reasons an employee
17             may take the state-owned vehicle home; 
18   
19        (4)  Type of insurance coverage purchased by the State on
20             state-owned vehicles, and the identity of the
21             insurance carrier or carriers; and
22   
23        (5)  Difference in insurance premium costs to the State if
24             state-owned vehicles were not allowed to be driven
25             home;
26   
27   and
28   
29        BE IT FURTHER RESOLVED that the Auditor and Department of
30   Accounting and General Services report their findings and
31   progress to the Legislature no later than twenty days prior to
32   the convening of the Regular Session of 2000; and
33   
34        BE IT FURTHER RESOLVED that certified copies of this
35   Concurrent Resolution be transmitted to the Auditor and the
36   Comptroller.
