Sir:

     Your Committee on Finance, to which was referred H.B. No.
1018, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY
     DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

     The purpose of this bill is to amend the qualifications for
housing and rental assistance by, among other things:

     (1)  Lowering from moderate to very low the maximum income a
          person may have and still qualify for participation in
          the State Rent Supplement Program (Program);

     (2)  Increasing the amount of supplemental rent paid by the
          housing and community development corporation from one-
          fifth to thirty percent of a qualified tenant's income;
          and

     (3)  Amending the definition of "qualified tenant" under the
          Program to enable eligible single persons who are not
          elderly or disabled to participate in the Program.

     The bill also adds an appropriation section, leaving the
amount blank for purposes of further discussion.

     The Housing and Community Development Corporation of Hawaii
testified in support of this measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments to correct drafting errors and for
purposes of clarity, consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1018, H.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as H.B. No. 1018, H.D.
2.
