Sir:

     Your Committee on Health, to which was referred H.B. No.
1145 entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR
     EMERGENCY MEDICAL SERVICES.,"

begs leave to report as follows:

     The purpose of this bill is to make an emergency
appropriation of $1,906,336 to address the retroactive payment of
additional emergency medical services contract costs resulting
from increases in collective bargaining costs for the emergency
medical ambulance personnel of the City and County of Honolulu
and within the counties of Maui and Kauai.

     The Department of Health submitted tesitmony in support of
this measure.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1145 and recommends that it pass Second Reading and be referred
