Sir:

     Your Committee on Ocean Recreation and Marine Resources, to
which was referred H.B. No. 1173 entitled: 

     "A BILL FOR AN ACT RELATING TO BOATING ENFORCEMENT,"

begs leave to report as follows:

     The purpose of this bill is to authorize the Department of
Land and Natural Resources (DLNR) to delegate enforcement
authority to other designated employees for the purpose of
enforcement of boating and ocean recreation programs.

     DLNR testified in support of this bill.

     Your Committee finds that this bill will provide DLNR the
authority to assign harbor agents and selected personnel from the
Department's Division of Boating and Ocean Recreation (DOBOR) to
provide the level of security and enforcement within boating
facilities that is desired by the boating public.

     As affirmed by the record of votes of the members of your
Committee on Ocean Recreation and Marine Resources that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 1173, and recommends that it pass
Second Reading and be referred to the Committee on Judiciary and
