Sir:

     Your Committee on Finance, to which was referred H.B. No.
154 entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC TELEVISION,"

begs leave to report as follows:

     The purpose of this bill is to convert the operations of
public television in Hawaii from a not-for-profit organization,
Hawaii Public Broadcasting Authority, to a community-based
system, the Hawaii Public Television Foundation.

     The Hawaii Consortium for the Arts, the Hawaii Public
Broadcasting Authority, and a member of the board of the Hawaii
Public Television Foundation testified in support of this
measure.  The Hawaii Government Employees Association and an
individual commented on the measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
154, as amended herein, and recommends that it pass Third Reading
in the form attached hereto as H.B. No. 154, H.D. 1.
