Sir:

     Your Committee on Finance, to which was referred H.B. No.
156, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO CORRECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to address prison overcrowding
in the State by authorizing the Governor to proceed with the
development of privately-developed in-state correctional
facilities or an in-state correctional facility using public or
private funds, subject to the developer obtaining a certificate
of participation if private funds are used.

     The Department of the Prosecuting Attorney of the City and
County of Honolulu testified in support of this measure.  The
United Public Works, AFSCME, Local 646, AFL-CIO, testified in
support of the intent.  The Department of Public Safety, the
Department of Budget and Finance, and the Department of
Accounting and General Services commented on this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
156, H.D. 1, and recommends that it pass Third Reading.
