                                 RE: H.B. No. 1661
                                     H.D. 1

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Higher Education, to which was referred
H.B. No. 1661 entitled:

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENTS
     PERTAINING TO HIGHER EDUCATION,"

begs leave to report as follows:

The purpose of this bill is to provide funds for plans,
design, and construction for a soccer and track & field stadium
(stadium) at the University of Hawaii at Manoa (UH-Manoa) lower
campus.

The UH-Manoa Assistant Athletics Director submitted
testimony in support of the measure. The UH-Manoa Senior Vice
President for Administration submitted comments on the measure,
and indicated that land use planning for UH-Manoa's lower campus
has been initiated and a preliminary report is expected by late
fall 1999, which will help to determine the feasibility of the
stadium, including program needs, structural mass, and design
guidelines, and identify space, parking, and utility
infrastructure constraints.

Upon consideration, your Committee has amended this bill by:

     (1) Deleting the appropriation funds for plans and
          construction of the stadium;

     (2) Increasing to $1,000,000, the appropriation funds for
the design of the stadium; and

                                 STAND. COM. REP. NO. 132

     (3) Making technical, nonsubstantive amendments for
          purposes of clarity and style.

As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 1661, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 1661, H.D. 1, and
be referred to the Committee on Finance.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Higher Education,

                                   ______________________________
