Sir:

     Your Committee on Finance, to which was referred H.B. No.
166 entitled: 

     "A BILL FOR AN ACT RELATING TO ELECTIONS,"

begs leave to report as follows:

     The purpose of this bill is to enable the public to
determine the source of a candidate's funds in a timely manner by
requiring that campaign contributions:

     (1)  In excess of $500; and

     (2)  Made or received during the period of fifteen days
          through three days prior to an election;

must be reported to the campaign spending commission or county
clerk no later than two days prior to the election.

     Common Cause Hawaii testified in support of this measure.
The Campaign Spending Commission and the League of Women Voters
of Hawaii testified in support of the intent of this measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
