Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 1703 entitled: 

     "A BILL FOR AN ACT RELATING TO WAIMANALO,"

begs leave to report as follows:

     The purpose of this bill is to extend the sunset date of the
act authorizing the Department of Land and Natural Resources to
negotiate long-term leases with revocable permittees farming in
the Waimanalo area.  

     Your Committee received testimony in support of this bill
from three private citizens and comments on the bill from the
Board of Land and Natural Resources.  

     Your Committee finds that most Waimanalo farmers have
successfully negotiated long-term leases, but that several still
desire leases and are at various stages of the process.
Extending the period will allow completion.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 1703 and recommends that it pass Second Reading and be
referred to the Committee on Finance.
