Sir:

     Your Committee on Health, to which was referred H.B. No. 203
entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO DEVELOP A
     NEUROSCIENCE INDUSTRY IN THE STATE,"

begs leave to report as follows:

     The purpose of this bill is to develop a neuroscience
industry in the State by appropriating funds for research
infrastructure and program development of brain impairment
services and products with a commercial market value.

     The University of Hawaii, the Hawaii State Commission on the
Status of Women, the Hawaii Neuropsychology Community Research
Bureau, and several individuals supported this bill.  An
individual offered comments.

     Your Committee has amended this bill by substituting the
sums appropriated with the sum of $1 to promote further
discussion during the legislative process.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
203, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 203, H.D. 1, and
be referred to the Committee on Economic Development and Business
Concerns.
