Sir:

     Your Committee on Finance, to which was referred H.B. No. 37
entitled: 

     "A BILL FOR AN ACT RELATING TO FILM PRODUCTION FUNDING,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Establish a revolving fund to be administered by the
          Department of Business, Economic Development, and
          Tourism to fund and assist film production in the
          State; and

     (2)  Appropriate funds for the new revolving fund and to
          assist Hawaii-based film companies in the production of
          documentary films about the Pacific region.

     The Kauai Film Commission, the Hawaii State AFL-CIO, the
Hawaii Film & Entertainment Board, the Screen Actors Guild, and
members of the public testified in support of this bill.  The
Department of Business, Economic Development, and Tourism
commented on this bill.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amounts to $1 for discussion
          purposes; and

     (2)  Making technical, nonsubstantive changes for style,
          clarity, and consistency.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
37, as amended herein, and recommends that it pass Third Reading
in the form attached hereto as H.B. No. 37, H.D. 1.
