                                 Honolulu, Hawaii

                                 RE: H.B. No. 500
                                     H.D. 2

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 500, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO FIREARMS,"

begs leave to report as follows:

The purpose of this bill is to allow nonresident aliens to
bring firearms into the State for recreational purposes.

Testimony in support of the measure was received from the
Board of Land and Natural Resources, the City and County of
Honolulu Police Department, the Hawaii Rifle Association, and
Hawaii Citizens' Rights PAC.

Your Committee finds that there is a need to expand our
visitor industry by developing niche markets such as recreational
hunting. Your Committee believes that this measure provides the
necessary safeguards to protect our citizenry while allowing
residents of other states or foreign countries to participate in
Hawaii's recreational shooting and game hunting events.

Your Committee has amended this bill by:

     (1) Changing the period from sixty to ninety days for which
a nonresident alien is allowed to bring a firearm into
          the state; and

                                 STAND. COM. REP. NO. 509________
                                 Page 2

     (2) Clarifying that a person requesting to bring firearms
into the state must, among other things, provide
written notification from a firing range or target
shooting business indicating that the person will
          actually engage in target shooting.

As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 500, H.D. 1, as amended herein, and
recommends that it be referred to the Committee on Finance, in
the form attached hereto as H.B. No. 500, H.D. 2.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Judiciary &
                                   Hawaiian Affairs,

                                   ______________________________
                                   PAUL T. OSHIRO, Chair
