Sir:

     Your Committee on Economic Development and Business
Concerns, to which was referred H.B. No. 667 entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC-PRIVATE INFRASTRUCTURE
     PARTNERSHIPS,"

begs leave to report as follows:

     The purpose of this bill is to create a public-private
infrastructure program to:

     (1)  Transfer projects to improve, expedite, or create
          infrastructure systems and facilities from the public
          sector to the private sector; or

     (2)  Expedite and allow the creation of infrastructure
          systems and facilities.

     Testimony in support of this bill was submitted by the
Building Industry Association and one individual.  Testimony in
opposition to this bill was submitted by the Board of Water
Supply.

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 667 and recommends that it pass
Second Reading and be referred to the Committee on Finance.
