Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 797, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO OUTDOOR RECREATION,"

begs leave to report as follows:

     The purpose of this bill is to allow for hunting of game
birds by residents of foreign countries under certain
circumstances.  

     Your Committee received testimony in support of this bill
from the Board of Land and Natural Resources.  

     Your Committee finds that commercial hunting on private
property can have environmental and economic benefits,
particularly for the control of non-native species.  

     Your Committee revised the bill by:  

     1.   Adding provisions allowing issuance of a Hawaii hunting
          license for an applicant showing proof of successful
          completion of an approved hunter education course; 

     2.   Requiring nonresident gamebird hunters to possess a
          valid hunting license issued within the previous five
          years by any other state or country, or proof of having
          completed a hunter education training course; and 

     3.   Making technical, non-substantive changes for the
          purposes of style and clarity.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
