Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred H.C.R. No. 113 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING THE AUDITOR TO
     REPORT ON THE SOCIAL AND FINANCIAL EFFECTS OF INCLUDING
     MARRIAGE AND FAMILY THERAPISTS AS PROVIDERS OF MANDATED
     MENTAL HEALTH, ALCOHOL, AND DRUG ABUSE TREATMENT SERVICES,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request that
the Legislative Auditor (Auditor) prepare a report that assesses
the social and financial effects of including marriage and family
therapists as service providers under chapter 431M, Hawaii
Revised Statutes (HRS).

     Hawaii Biodyne testified in support of this measure.  Hawaii
Psychological Association commented on this measure.

     Your Committee notes that the report by the Auditor is,
under section 23-51, HRS, the necessary first step that must be
taken toward including marriage and family therapists as service
providers under chapter 431M, HRS.  The Auditor's report will be
of assistance to address concerns raised about the proper scope
of service to be provided, as well as the potential cost impact
of the legislation.  Your Committee has amended this concurrent
resolution by making technical, nonsubstantive amendments for
clarity, consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee concurs with the intent and purpose
of H.C.R. No. 113, as amended herein, and recommends that it be
referred to the Committee on Finance, in the form attached hereto
as H.C.R. No. 113, H.D. 1.
