Sir:

     Your Committee on Water and Land Use, to which was referred
H.C.R. No. 176 entitled: 

     "HOUSE CONCURRENT RESOLUTION SUPPORTING THE DEVELOPMENT OF
     KA'APUNI O'HAWAI'I TRAIL (TRAIL THAT CIRCLES THE ISLAND OF
     HAWAI'I),"

begs leave to report as follows:

     The purpose of this resolution is to declare legislative
support for the development of the Ka'apuni O' Hawai'i Trail.  

     Your Committee received testimony in support of this
resolution from the Board of Land and Natural Resources, Peoples
Advocacy for Trails Hawaii, and Kona Coast Cycling Tours.  

     Your Committee finds that development of the Ka'apuni O'
Hawai'i Trail will allow for greater recreational activities for
Big Island residents, and promote nature-based tourism, one of
the fastest growing niche markets in the visitor industry.  The
existing section of the trail already experiences heavy use.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee concurs with the intent and purpose of H.C.R. No.
176, and recommends that it be referred to the Committee on
