Sir:

     Your Committee on Tourism, to which was referred H.C.R. No.
4 entitled: 

     "HOUSE CONCURRENT RESOLUTION URGING THE UNITED STATES
     CONGRESS TO EXPAND AND MAKE PERMANENT THE TEMPORARY VISA
     WAIVER PROGRAM ESTABLISHED UNDER THE IMMIGRATION CONTROL AND
     REFORM ACT OF 1986,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to urge the
United States Congress to expand and make permanent the temporary
Visa Waiver Program established under the Immigration Control and
Reform Act of 1986.

     Your Committee received testimony in support of this measure
from the Department of Transportation.

     Upon further consideration, your Committee has amended this
concurrent resolution to extend the visa waiver program to
include China.

     As affirmed by the record of votes of the members of your
Committee on Tourism that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 4, as
amended herein, and recommends that it be referred to the
Committee on Finance, in the form attached hereto as H.C.R. No.
4, H.D. 1.
