     Your Committee on Human Services and Housing, to which was
referred S.B. No. 1050, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO THE CHILD PROTECTIVE ACT,"

begs leave to report as follows:

     The purpose of this bill is to expedite permanency for
children in foster care by bringing Hawaii into compliance with
the federal Adoption and Safe Families Act of 1997.

     The Department of Human Services testified in support of
this administration bill.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1050, S.D. 2, and recommends that it pass Second
Reading and be referred to the Committee on Judiciary and
Hawaiian Affairs.
