Sir:

     Your Committee on Agriculture, to which was referred S.B.
No. 1063 entitled: 

     "A BILL FOR AN ACT RELATING TO AQUACULTURE,"

begs leave to report as follows:

     The purpose of this bill is to remove references to the
management of aquaculture programs from the statutory purview of
the Department of Land and Natural Resources (DLNR).

     The Department of Agriculture (DOA) testified in support of
this bill.

     Your Committee finds that Act 176, Session Laws of Hawaii
1998, made DOA the lead agency for aquaculture by transferring
the Aquaculture Development Program and the Hawaii Aquaculture
Advisory Council from DLNR to DOA.  This bill is a "housekeeping"
measure that makes appropriate statutory amendments to remove
references to the management of aquaculture program under DLNR.

     As affirmed by the record of votes of the members of your
Committee on Agriculture that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
1063 and recommends that it pass Second Reading and be referred
to the Committee on Water and Land Use.
