Sir:

     Your Committee on Labor and Environment, to which was
referred S.B. No. 1150 entitled: 

     "A BILL FOR AN ACT RELATING TO SAFETY,"

begs leave to report as follows:

     The purpose of this measure is to ensure the safe operation
of boilers, elevators, and amusement rides.  The measure also
increases the maximum penalty from $1,000 to $10,000 for
operating, knowingly or with indifference, regulated equipment in
an unsafe manner.

     Testimony in support of this measure was received from the
Department of Labor and Industrial Relations and the
International Union of Elevator Constructors.

     Your Committee finds that raising the maximum penalty to
$10,000 will provide a stronger deterrent to those who choose to
violate safety laws and endanger public safety.

     Your Committee has amended this measure by making technical,
nonsubstantive changes to reflect preferred drafting style.

     As affirmed by the record of votes of the members of your
Committee on Labor and Environment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1150, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 1150,
S.D. 1, and be referred to the Committee on Ways and Means.
