Sir:

     Your Committee on Labor and Public Employment, to which was
referred S.B. No. 1638, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATIONAL OFFICERS,"

begs leave to report as follows:

     The purpose of this bill is to require the Department of
Education (DOE) and the exclusive representative for bargaining
unit 6 to conduct a study on the issue of compensational parity
for educational officers of DOE.

     The Hawaii Government Employees Association testified in
support of this measure.  DOE concurred with this measure.

     Your Committee believes that a study on compensational
parity will be helpful in outlining and clarifying the problems
and concerns in this area.  Such a study will also be helpful to
DOE, educational officers, and other decision-makers in
establishing priorities in the collective bargaining process.

     Your Committee has amended this measure by changing the
effective date to March 1, 2001 to facilitate further discussion.

     As affirmed by the record of votes of the members of your
Committee on Labor and Public Employment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1638, S.D. 2, as amended herein, and recommends that
