STAND. COM. REP. NO. 236

                                   Honolulu, Hawaii
                                                     , 1999

                                   RE: S.B. No. 18
                                        S.D. 1

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 18 entitled:

"A BILL FOR AN ACT RELATING TO SOCIAL SECURITY NUMBERS,"

begs leave to report as follows:

The purpose of this measure is to prohibit the use of a
person's social security number as a person's driver's license or
instruction permit identification number or on a State
certificate of identification (State ID).

Testimony in support of this measure was received from the
Office of Information Practices, Libertarian Party of Hawaii,
Common Cause Hawaii, and four individuals. The State Attorney
General submitted testimony in support of this measure as it
relates to State ID's. The Department of Transportation
submitted testimony in support of this measure with suggested
amendments. One individual submitted testimony in support of
this measure with suggested amendments.

Your Committee finds that because social security numbers
have been used in the private sector to identify an individual's
interest with financial, educational, credit and medical
institutions, utilities, and marketing, retail, and other
consumer-oriented institutions, an unscrupulous person may easily
use a social security number to steal a person's identity or for
other illegal purposes. Currently, a person's social security
number may be obtained from a Hawaii driver's license,
instruction permit, or State ID.

a SB18 SD1
                                   STAND. COM. REP. NO. 236
                                   Page 2

Your Committee believes that prohibiting the use of social
security numbers on driver's licenses, instruction permits, and
State ID's will further secure the privacy of personal
information. However, the Department of Transportation indicated
that implementation of the necessary changes to the affected
computer systems by December 31, 1999, may not be possible and
that more time would be needed. Accordingly, your Committee has
amended this measure by changing the effective date of this Act
to July 31, 2000. Your Committee also has made technical,
nonsubstantive changes.

As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 18, as amended herein, and
recommends that it pass Second Reading in the form attached
hereto as S.B. No. 18, S.D. 1, and be referred to the Committee
on Judiciary.

                                   Respectfully submitted on
behalf of the members of the
                                   Committee on Transportation
                                   and Intergovernmental Affairs,

                                   ______________________________
                                   CAL KAWAMOTO, Chair
